Q: Are they made in.America

Yes, they are made in Chattanooga, TN. I just checked mine and they are stamped USA on the opposite side from the "CM" logo (the side you don't see on the Amazon website). I use only CM shackles for rigging when using the winch on my Jeep.

Q: Is this for 2 shackles ?

No, this is for 1 shackle only. The picture is generic and doesn't even reflect the actual product. You will receive (as the item title states) one, completely orange powder coated, screw-pin shackle (no cotter pin).
