Can it cut cardboard from a standard Amazon shipping box?

It couldn't cut a single sheet of printer paper.

what is the smallest circle this can cut?

Smallest would be .75” radius (1.5” diameter)

Could this cut 4 layers of fleece?

No , I don't think so it worked great when I was trying to cut out tick Banner with some effort

I assume it would. I've cut pretty heavy paper with it. It is a bit tricky to use, but once I got the hang of it, it worked well. The blade is quite sharp and, for the price, I've found it to be quite useful.
