Is this the product I should use on an red oak bar?

Although it's a marine grade outdoor finish in can be used indoors provided you have adequate ventilation and allow suffient time to dry. The smell will linger for a few weeks before it totally disapates but it's an excellent product for all types of wood. I highly recommend it.

I would like to use this over a glow in the dark object. Will it block the sun?

It is clear protective coating of medium sheen. Since it is clear it does not block the sun but decreases the damaging UV rays and decrease the damage wrought by sun and water exposure.

Would this be good for a workbench, especially the top?

This is a penetrating finish that is absorbed by the wood. It will take many coats for obtain a gloss. Since it is marine, it should make your workbench waterproof. I would not hesitate to use it on any table top.

Can you use this on stained wood?

It says on the bottle that it can be applied over most stains.
