Does it have the white or blue tape??

Hi, the Tape is white in color.

where can I buy the refills for this?

These cleaners are 100% compatible with genuine Cletop replacement reels, 14100700 (Blue tape) and 14100710 (White tape). But the catch is that at about $28, those refills are slightly more expensive than this entire unit. So if you value the Cletop brand, go with that, otherwise just buy this one and treat it as a disposable unit.
