Will these work for a travel trailer and will they provide some insulation?

You would have to also purchase the upper & lower tracking for them to work.They are not insulated but will stop the wind etc.Thank you

Would it be possible to purchase a box of full length skirting?

It is, the issue is shipping. A box that long has to ship LTL freight. Too big to ship UPS/Fedex. The cost of that shipping makes it unreasonable unless buying many full cartons to divide shipping costs

Do they interlock and if so, is it a strong interlock? I have a dog who has become an escape artist and I need to make sure he can't get through them

They do interlock. As for a strong interlock I'd have to say it is skirting. Depending on the size of your pup I'm not sure I would trust it to keep an escape artist in. A strong running push would probably have your Houdini doing magic all over town. Hope this helps.
