how often do you have to charge it if you only plan on using it in emergency situations?

When used infrequently the unit will need to be recharged for 8 hours every 60 days. If the flashlight is not bright or electrical current becomes noticeably weaker, the unit will need to be recharged.

Why will it not stay charged

Once a month should be good enough.
