Can it be played my 8 year old wants to learn but we can find one

We purchased this for our 8 year old who wanted to learn. She can play simple songs like Mary Had A Little Lamb but nothing very advanced because it only has 8 strings.

How big is the harp measured in feet

It is 13.25 x 5.5 x 8 inches which is approximately 1.1 high, .46 long, .67 wide in feet.

Can it be tuned lower? I am wanting a lower tone to it

It is difficult to tune it in general. Of course you can try, but it probably won't hold the lower tune.
