Is there room to carry folded earmuffs?

I have this case and am about to buy a second one. That is exactly what I use the outside pockets for. One for my folded earmuffs and the other for two pairs of glasses. On the other side it holds 6 magazines which makes this perfect for the range. All I take is this and a small ammo box, good to go.

are the zippers on the pouch lockable with a typical suitcase lock?

the main compartment can be locked with a suitcase lock. the two zippers have loops and come together in the middle.

How well padded are the pistol packets?

I don't know what you mean by "pistol packet", but there are six pouches on the side for magazines that are only canvas. On the opposite side are two pouches with about ¼" of stiff padding and the same for the middle pouch for the firearm itself. Nothing will be banged up by normal use, but I wouldn't do an egg drop with it. I don't know why you would want to either.
