Can this be used with wood filler to repair decayed wood?

My answer is maybe. It would depend whether or not there are any aromatic solvents in the wood filler. The bull nose trowel is made of plastic and would probably be ruined if it came in contact with any super solvents such as acetone, mek (methyl ethyl ketone) etc. If the wood filler doesn't have any strong solvent odors then it would probably make a fine mold to make 3/4" round corners...it sure does a fine job with drywall mud on a bull nose corner. Probably not and it doesn’t matter. This is for rounded corners on wall.

Can this be used as a cement edger for minor end of driveway repairs.

Yes, this could be used for a bullnose on any form of shaping material such as cement/concrete but keep in mind the item is designed for corner bead mudding to provide a smooth finish corner for minor sanding, just keep in mind this item is made of a plastic material and using on cement might act like sandpaper and wear it down more, so for a one time project maybe two, this will do the job.

Can it be used for inside corners?

If you mean the inside corner as in spin the piece around that won’t work. There’s too much of a graded area behind it so it’ll stick out from the wall a quarter inch.
