Are these sheets compatible with any machine or just the scotch one?

I found this description online regarding these sheets. Hope this helps! do I have to use the whole sheet? like can I do a 4x6 and still have the rest left or is it to be wasted?

I reuse sheets by waiting until the item I'm laminating is through the machine, then lifting the 'release' lever you'd use to clear a jam, and pulling the rest of the sheet through the laminator quickly, so it doesn't have time to seal. Then I cut off the unsealed part of the sheet, making sure to leave a sealed edge.

Can you place a lot of smaller tags in the sheet and cut around each one?

You can also use clear tape to set the smaller items in place on the sheet before putting it through the laminator! I just fold the tape and put it on the back of the item to stick it to the sheet. You can also laminate a full sheet of paper and then cut the items afterwards, it won't last as long but still seals the sheet to the paper.

does this come with a carrier?

The unit does not include a carrier, but none is needed. There are guide tabs in the rear of the unit to help place the lamination pouch properly.
