Each circle is slightly less than 2 inches in diameter.

Are the piping bags reusable?

Yes they are strecthy silicon, and you can wash to re-use.

Are both mats size 11.6 x 16.5?

There are a total of four mats.The sizes include two - large 11.6 x 16.5 and two - half size 8.5 x 12 mats. The two smaller mats basically equal the size of one larger mat. They fit nicely on my cookie sheets.
