Are you suggesting to you use 5/16 screws for mounting the fork? Is that how large the two holes are?

I used 5/16 bolts with nylon lock nuts and washers because of where I mounted the hitch. Very secure and the bolts are such that you need a special tool to remove them.

What is the difference in this one and the basic delta mount that is $10 cheaper?

The lock mechanism is a little smoother on this model over the basic.

Would this work for the front wheel a a mountain bike that has a 15mm thru axel?

You need a thru-axle QR adapter. I used one for a Yakima Wheelhouse tire rack. Cost 15 bucks. Needed another axle anyway to mount the tire, as I use the thru axle on the fork mount for the bike.
