Q: Is this hose safe to hook to a camper for drinking water

Get a drinking water hose for drinking water. They are cheap. Why risk someone’s health when only drinking water hoses can state they are safe for that.

Q: Apex brags about hot water usage, how about 40 degrees or less, will it stiffen and break like all other hoses?

It's heavy duty rubber so I wouldn't think so however I don't know if you took it even colder, and froze it with water inside it though, not recommended, but for that answer you'd have to have a real-time experiment on the hose flexing it when with frozen water inside to see if it could more easily break. It's certainly a tough hose tough, however it's a good thing it's only 25 ft though because it kinks easily and at a longer length would be a pain, but at 25 ft it's not bad.
