Are they strong enough to be used for outdoor balcony curtains?

Yes!!! I’ve used them on our deck for a few years! They are sturdy!

can these be used with heavy blackout drapes?

I used them on heavy drapery fabric that was also lined with heavy blackout material. Just be sure your circle cut out is big enough to expose the threads on the grommet.

Do these work with the Rowley grommet tape?

I did not use any tape.as my fabric did not need any extra support and I wanted to space my grommets myself. I think you could if the hole in tape was proper size

So sorry,no instruction included.You can refer to the following installation method or the sixth picture of this listing.Thank you. Installation steps: Step1, Use the pen to draw a circle with appropriate size for the ring (Diameter 1.7-2 inch) on the curtain where needs to cut out. Step2, Cut out the circle with scissor. Step3, Disassemble the grommet to two parts, respectively place them above and below the opening of the curtain, snap together. Step4, And so on, install all the needed grommet (Usually the space between two ring is approx. 18cm). Hang up the curtain with installed the ring and complete the installation.
