I dont get it the packages says 10 with a circle next to it.. yet the disc is 6" & says 1 disc.. what does the 10 | o on the package mean...?

This is one (1) disc, even though the box says 10, just like the picture. I was annoyed, but there you go.

Some of these sanding discs were given to me. can the 3000 grit be used by itself for anything at all or must you first use a 1500 grit disc?

This is great at removing 1500-2000 grit sand scratches as well as any other minor scratches you may have in your clear coat. After using the 3000 grit, follow it up with Rubbing Compound and Scratch Remover Polish to bring back the shine.

Can this be used to dull a clear coat to make it look matte?

I'm not sure it would matte clear coat. The 3000 grit does an excellent job brightly polishing steel.

Does this have hook and loop backing?

A rubber backing. Holds up well wet
