Q: Could this work as a 5 o’clock shadow cover ?

Yes. it should cover shadows & dark circles pretty well. I would still use your "go-to" concealer to followup...the product didn't work as just a stand alone concealer/color correct for me.

Q: Is the cap supposed to be seal with plastic? Mine came with no seal

I think it only comes with a box.
