No, however the "M-113 Armored Cavalry Assault Vehicle w/Figures 1/35 Tamiya" does include the engine and full interior. They use the same sprues for the the majority of the exterior with the main difference being the accessories that come with them.

Does the kit come with any of the stowed gear on the outside?

Yes all the pictured rucksacks are included in the kit as well as some small MRE boxes

Is this a good kit for a beginner? I've never built a model before

If you take your time then it can be. The instructions are super clear and as long as you take your time it will turn out great.
