what is the diameter of this, inner and outer?

I think they have different sizes. Check the diameter to make sure. I have a 2 l prestige deluxe too. It is good on mine. It is lubricated but adding a little oil on the first use it would be good.

Does it fit prestige deluxe stainless steel mini handi pressure cooker, 3.3-liter ?

I bought the item as a spare for the 3.3 Litre Mini Handi. I am yet to use it in the pressure cooker. I measured the gasket by placing it on top of the one in use. They appear to be the same size.
