Yes, it is one package and it does say 7 oz. on the package, about the only thing not in Chinese. These are really great for sizzling rice soup or under traditional chinese dishes with a sauce.

Do you fry this or just add to soup?

These are like the crispy rice they use in Chinese restaurants to put on some of their soups... they do not require frying. Just break up/crumble, and sprinkle.
