Question 1

Whay is actual size? Description and about show two totally different sizes!. One shows mini the other looks the size of a normal fish tank pump.

It's super small. So mine is in the bottom of my Cat It water dish, and although it does pump water to the top for fresh drinking, it barely makes it up to the top. The one it came with worked better but eventually died so this was the replacement I bought from Amazon. I think next time I'll need to go with more power.

If used for a fish tank, what airline tubing inner diameter does it fit?

How do you clean it?  The one that i have leaks some black thing that looks like oil

You pop off the front part that has the little grate then there's another small piece that comes off to expose a little propeller. You can even pull out the propeller & clean that. Those are the only parts you clean. Use a small brush and a little dish detergent to clean. However, yours sounds like the motor housing might be compromised, if it really is leaking oil. If that is the case, you need to replace the pump entirely.

Can't power this with portable phone charger? It stops after about 10 seconds. Anyone know why?

I agree with the answer "it does not draw enough power".   I also have phone charge batteries that shutdown after 20 seconds.  Good news! I have had success with an Anker 313.  Read about the "trickle-charging mode".   You may find this feature from other manufacturers.   The first Anker313 I bought required a second 3 second butter press to enable trickle-charge.   The second Anker313 performs without even needing the second button press.    Both allow the device to run continuously.
