Will it expand to 3.5 inches?

It fits a Samsung S22Ultra which is 3.25" wide with room to spare, so you should be good at 3.5

Can you buy just the phone holder part? The mount is fine but the part that holds the phone broke.

Yes. The ball mount is standard sized, interchangeable with pretty much any other style phone holder. I don't use the clamp style phone holder that came with this unit. I purchased a different phone holder and use that instead. It connects to the ball mount just fine.

Will this fit Samsung Galaxy fold z?

Yes will fit a Samsung Galaxy just not sure about the fold z
