when can coolant and water pump lubricant be installed after using bar's head gasket product?

Doesn't really matter. Bar's head gasket repair liquid mixes with coolant anyway so you don't really care if you do it before or after. The point is you must have enough space for the Bar's stuff to get in the system. You have to remove a quart of coolant from the radiator so it can accommodate the Bar's liquid when added. If you are adding pump lubricant then you have to remove more coolant. Hope this answers your concern.

Can I add this to a clean cooling system that already has the Subaru coolant additive in it?

If it is a Subaru stop leak product we would not, if just the Subaru coolant is in the system and no additive for stopping leaks than that is perfectly fine to add. Please follow all instructions and dosage recommendation on the product.
