Will this rust under water?

It has not done so with the applications we use the wire. We do not use it underwater, but we use them as surgical implants. I am not certain if this answered your question.

Is this wire pliable?

Yes, I use this wire for all my twisted fasteners

Is this wire galvanized? If I heat it, will it release fumes?

This is a stainless wire with no coating, I use it as a hot wire for cutting foam. No fumes come from the wire when it is heated.

Is this a resistance or non-resistance wire?

Resistance, it gets hot when you add a current. I use some as the cutter on my hot wire foam cutter.
