Are refilling instructions included?

Anything is refillable if you put your mind to it. My personal method is to drill a tiny hole in the back, and use a blunt syringe (a dropper works as well) to fill it, and then use a small silicon plug to seal it off, which you can easily buy 100 of for under 10 dollars.

Alternatively, like another poster said, you could let the tip soak in ink over night. If you do that, make sure to cover the pen and ink neatly in a plastic bag, so it doesn't dry at all overnight. Bonus points if you sprits a little water on the bag

Are all 3 pens refillable? Where do I find black & gray inks?

Can they go below watercolor ? Would the smear if it’s on the bottom? Or wait til it dries.. looking forward waterproof so I can watercolor ?

Are these suitable for artist signature on metal? on canvas?

I would say... Definitely "NO" on metal -- because they are not "permanent marker" .  They are water-based.  
(I've seen "Sharpie" signatures on wine bottles, and have seem that rub off with use.  If the metal won't be handled, a Sharpie fine-point (not ultra-fine) might suffice.  Always practice and experiment on a non-art piece.
On a canvas... I don't consider the tip to be stout and trustworthy on a canvas (work of art).  
(If I were where my set is, I'd experiment for you....but based on my many years with "markers", 
I think the rough texture of a canvas (+ paint) would bully these pens.)  
If your canvas "art" is done and you don't need to release it ASAP, definitely research this because you want to make sure what you use is "archival"--I don't think Sharpies are.  If you do need to release your art, consider signing the back section (that folds over).  Many painters sign using a paint brush and the same paint used (in the oil on oil example).  I wouldn't have the patience or the steady-handedness to do that, but there are those artists who feel their signature is part of the painting.  Anyway... hope this helps!
