Can i put this in a aquarium?

The object is small, but it depends on the size of your aquarium. Also, you'd have to put something on it to hold it down because it's light and may float.

How heavy is it? Would i work as a cake topper on a 3 tiered cake?

I have the one in silver and it is very light. I would say it is light enough as a cake topper

Are these made in France?

There is no manufacturing mark to indicate where it is made. It says Paris on it and Paris France on each leg but these are probably decorations or possibly part of the actual tower.

This little Eiffel Tower statue is absolutely charming! I got the pink 7-inch version, and it looks perfect on my shelf as part of my Paris-themed decor.
