How can it fit a 49'' driver if it's only 48 ''?

Remove the driver head which usually adds 1.0" - 1.5" to length of the shaft. :-))

Will this case fit in a 2013 Ford Fusion Hybrid?

Cant say about a Fusion but I did manage to squeeze a Ford Explorer in for a trip to India. Hope this helps.

What are the outside dimensions? For Allegiant airlines it has to be 80" or less

I shipped mine from my local FedEx store 3 days ahead of time, and it was only $30 or so. I think Allegiant charges $45 for checked bags or something.

Is this a current model that has the TSA locks on the case as described on the SKB web site?

All current versions of the SKB ATA Golf cases (manufactured since 2003) come standard with TSA accessible locking latches.
