Is this toy bpa free, pvc free, and phalate free?

I have no idea. Mine broke after a month! I wouldn't purchase it!

Do all keys have a nice resonant/reverberant tone, as typical to a xylophone, or some of them sound dull/flat (like mentioned in some of the reviews)?

Keys sounds like a normal xylophone to me. I’ve used it to play a few songs on it and haven’t noticed a difference. Baby loves to listen to it and play on it.

Does this play actual notes to make music?

The Explore & More Hedgehog Accordion Toy is designed to sound like an accordion. You can view the details here: https://www.skiphop.com/skiphop-playtime-and-toys/V_303252.html
