The English used in the description is a dead giveaway that it is chinese. Amazon is now mainly junk.

Does it coil up when loose?

Initially out of the box, yes it does, and it tripped me the first few times. If you give it some use, the coils are stretched out. Maybe handing it from a hook or door knob for storage will help work out the coil faster
