The English used in the description is a dead giveaway that it is chinese. Amazon is now mainly junk.

Does it coil up when loose?

Initially out of the box, yes it does, and it tripped me the first few times. If you give it some use, the coils are stretched out. Maybe handing it from a hook or door knob for storage will help work out the coil faster

Yes, open the white hat that locks the rope, and grab the white hat at the end of the rope, and then pull it back until you want to lock the white hat.
