5'3" how do i know where to mount on wall

There are height mounting directions that come with the anchors. The bottom one mounts a couple of inches off the floor. The middle anchor should be at your shoulder height or just below. To determine where to mount the top anchor extend your arm up and mount it at the height of your wrist with your arm fully extended up.
