Yes. I bought it for my 9 yr old. It is big on her, but she loves it. I also love it, and it fits my head perfectly. Head size: 22.5

Q: Can the tassels be tied so that the ear flaps are tight against your ears?

Yes they can be tied but the hat is large enough to be pulled down far enough that it will be snug up against your ears.
