Does this product reduce the steering effort noticeably?

No I don't think that's its intention I do have some experience in the automotive industry I worked on it for 45 years I don't believe that synthetic power steering fluid changes steering effort it's a superior lubricant that retains viscosity when it's cold or hot and has longer lubrication life then traditional crude base stock oils
