I am between an 8-8.5 in women's and my foot is measuring 9 11/16 inches. What size should I get?

You should go down 1 to 1-1/2 sizes from your street shoe size. If you are going by 8-1/2 these are available in full sizes only so you would need to go with a size 7 for a snugger fit, or the 8. You could also buy an extra insole and put them in there if they feel a little big. Or some people will wear a thicker sock. Thank you Customer Service
