How many bags will i need for a 250 ft fence?

Depends on how many strands you’re going to run. M=Meters. 1 Meter=3.37 Feet so a 200m roll would be 674ft (200x3.37=674). Divided by the number of strands you intend to run. For a 250’ fence you’ll need 750’ for three strands 1000’ for four strands etc...

Is this all i need to have an electric fence? Would i need to buy anything else?

This is only the conductor portion that you string out to conduct the current and provide the shock. You must have a fench charger to supply the current to the conductor and you must have insulators to string the conductor through. If you are going to have gates that need to be electrified then you will need insulated gate handles. If you dont have an existing fence or structure of some kind to attach the insulators to then you will need rods or posts of some kind to attach the insulators to.

Will it work with plastic fence posts?

Yes it will, you can buy plastic fencing posts for it.

Can this prevent woodchucks, squirrels, and chipmunks from getting into a garden?

I rather doubt it. You'd have to string it slow low, a squirrel would be able to jump over. Horses smell it and stay away. If something wants whatever is on the other side this probably won't stop them.
