Is this lip liner supposed to be sealed? I received it unsealed in a plastic bag.

I don’t know the answer specifically. I know that the copy we received was packed acceptably and we used it. That said, I don’t think sealed/unsealed for this product makes a difference of any major concern, usually makeup items at the retail counter are not sealed in my experience, perhaps that has changed more recently.
