Does not close. Is there a coating that has to be removed?

No,maybe you use them backward.Rounded to rounded sides magnetic are weak, but flat to flat has a strong hold. PVC cover was for sewing,better suggest not remove it.

Are they safe in washer and dryer?

They are enclosed in plastic. I sewed them into a cloth purse. When I have the flap of the purse open and I am near something metal, the flap of the purse will cling to it. I have not tried washing the purse yet. When I do I think I will make sure the flap is closed and put the purse inside a garment bag.
