I am a size 6-8 and since a lot of the reviews indicate that size guide is off i was wondering what size i should go for? size s or xs? thanks!

I am a small size 6 myself and bought an xs but found it much too uncomfortable to get on and off. So next time I would buy a small size to prevent any tears or damage to the item. Hope this helps.

I ordered my a M I'm a 12 size and it fits perfectly, I use it for my runs and I don't fancy loose tops.

Is this suitable as a base layer for running in?

Yes, on cold days. I can wear this on it's own in 5°C-10°C weather or with a top layer as well on days below 5°C. It has a fleece lined inside so is nice and cozy but doesnt overheat, especially good in British winters.
