Q: can this be used in a sewing machine?

I do not think so, it is size 8 Embroidery thread and think it would be to thick to go thru eye of machine needle and if it did go thru would probably shred the thread. But you might find a needle with an eye big enough, I am not an expert on sewing g with decorative threads.

Q: Can you use this for counted cross stitch?

You could depending on the look you’re looking for. Pearle cotton is thicker almost thick string like. Too thick for linens, etc. I use it for long stitch embroidery, and outlining quilting.
