Product description states "it works with inside diameters from 0.158” Does this mean "up to 0.158"" or "0.158" or greater"?

.158 only. It has to fit snug for the mechanism to pop the bearings in on the front of the lock

Will this work in orange county for sce? i see some say yes and some say no.

Not sure what SCE is but I originally bought the red handled plunger ped key and it did not work for the inter tite barrel locks we use. The key is not recessed enough. I had to buy the blue version instead. My advice, look at the lock. Does it have a high recessed area on the face of it? It it does get the blue handle instead
