In the product description in the pictures it boasts 1000 yard range, but in the more detailed description it says 1000 m (meters). So, which is it?

A yard is a little less than a meter ( 1 yd = 0.914 m). But most times we just ignored the difference and view them as same.

China, I returned them. Not 20X

Are these binoculars of good quality?

Your question is very vague, but I will try to answer as best as I can. They are of better quality than the binos you would get in a claw machine. But they are not as good as a $300 pair of Steiners. As for, "military quality," that's stretching it. And I've used military binos many times. You get what you pay for. Personally I think they're well worth the money for occasional use, light-duty binos.
