Can the skinny slots between photo pockets hold tags?

This photo page with the 3.5x5" layout does not have slots for memo tags. There are memo or journal slots on other formats of Dunwell photo refill pages, such as the 4x6 horizontal, 5x7" horizontal, and the 4x6" mixed vertical/horizontal sheets.

The 3.5x5" photo pages are not sized to hold 4x6" photos. You might want to check these Dunwell 4x6" photo refill sheets: https://www.amazon.com/dp/B08MXYW21Q They have 2 slots for vertical (portrait) orientation 4x6" photos and one slot for a horizontal (landscape) orientation photo.

For the Vertical 3.5x5 do you have to remove the top photos to get to the bottom or do they open separately?

They open separately. I had purchased 3x5, 4x6, and 8-1/2 x 11. All good.
