The rings are described as both rubber and plastic by the seller. What material are the actual rings made of?

The outside of the rings is wonderful grippy rubber. Very comfortable for the hands.

Would a 3 year old be able to hold on to these?

Yes. My 3yr old granddaughter was able to with no problem at all because the grip on them is solid. She's four now and still loves them.
