can this be used in a 4'x8'x16" pond?

I would say not. Let's take the width: Your pond is 48" wide and 16" deep. You should allow 48" + 16" + 16" = 70" just to cover the bottom and 2 sides. Plus, you need a little extra to go under the rocks, etc. at the top edge of the pond. That would be more like 70" plus at least 24". So, the width ALONE should be at least 8' wide, not 4'. Same kind of calculation for the length of the pond.

What size hole for this liner?

Usually a liner this size is to add a waterfall to an existing pond. If you made a pond with this 1 foot deep the largest it could be would be 2.5 x 7.5 foot and that would be a real stretch. The best bet is to decide what size pond you would like to build and then purchase the correct size liner for that project. Best wishes and please let us know if we may assist you.
