Will it fit andwork on a 1999 Lexys GS400

It'll only be compatible with factory Halogen bulb version only. If your vehicle equipped with factory Xenon HID then it will not work.

Will i need anything else to make these work on a stock 2000 gs300?

Bought this and needed nothing else but patience and tools to install

Can I switch out the halogen bulbs for leds?

It is possible to use LED bulb instead. Please note that due to space limitation behind the rubber dust cover, certain bulb design with large heat sink and fans may prevent dust cover from locking in place. We recommend looking for low profile.
