it comes with 4 white scrub heads

Will the pads work on the bissell powerfresh scrubbing and sanitizing steam mop 19405 model?

Yes it will. That's why I bought them to fit that mop.

Does this contain 4 scrub pads or 2 white and 2 scrub?

It comes with 4 white scrub heads.

Do these pads fit bissell powerfresh model 2814? incredibly, it seems that bissell does not sell a replacement pad for that model.

I would say no because my powerfresh is a different series number than your 2 in 1 & my pad has a straight front with a half moon shape to the back. In your 2814 mop picture it looks like your pad is rectangle in shape. Try going on line to the bissell store or just bring one to Walmart etc & match the shape maybe the Sharpe brand one is the same shape.
