How many pounds will be needed for four 18" wheels?

3 lbs. should cover but we recommend 4 lbs depending on the applicators experience

Do I need to apply the pouder over a hot surface, or it could be could?

It can be applied at room temperature but you must then heat it to the recommended temperature to set it. (Usually 400°F) So you can't use it on things that will melt or burn at that temperature.
