Does the vinyl transfer best with a warm pull or does it like to cool first?

The best result is to wait for 10~30 seconds and then start pulling. This is my experience.

What setting on the Cricut Maker would you suggest to have it cut?

I use blade depth at 7, force 10 and speed at 8. I always do a test, first.
