Is this supposed to come with the tape core?

It does come with it but no tape included.

Why don’t these (all brands) have blade replacements for when it get dull and stops cutting nicely?

how high is dispenser with tape in it? I need to know if itwill fit in my desk drawer.

Including the tape roll, the tearing blade is the tallest part at slightly less than 2-1/2" (65mm). Mine fits inside a 2-12" deep drawer.

will it fit a Scotch C38 dispenser?

Just happen to have it next to me at my desk, on the bottom it says it is a C-38 tape dispenser.
