Are these rigid (hold their form when shaken) or flimsy?

They hold their own for a limited time depending on how often you wear them and your lifestyle. I walk several miles a day and after 6 weeks they don’t have the original support. But I do like them.

Is the upper surface soft or rough?

The upper surface is soft, made of durable EVA foam base and fabric top layer, providing a controlled cushioning double-layer structure, which enhances the comfort of the foot, while the breathable material keeps the foot dry and cool.

Are they better than gel?

I have gel and I have these. I found for me, gel softer and more cushiony. These give a firmer support, especially in the arch. Being flatfooted a bit, these give the support my arch needs. But I am sure it varies per individual.
