Is this helmet for a 16 year old? Size wise?

No, it is definitely more of a child size. I bought a couple for my 4 and 5 year old and it fit them perfectly.

what size is the helmet? what ages does it fit?

There are 5-13 year olds here: https://www.amazon.com/Exclusky-Multi-Sport-Helmet-Adjustable-50-57cm/dp/B07CJV1975?ref_=bl_dp_s_web_15431856011

How old does this fit? i saw the same one at toys r us and it says fits 5-8, would that be true here? same thing?

I would agree, 5-8 years. My 5 year old wears it.

What size is the hemlet?

It's a small for ages 5 and up but my 3 year old who is of average size fits into it as well.
