Does this pump come with tubing? Or will I need to purchase extra?

Contrary to some other answers, this pump doesn't come with anything else in the box except an instruction sheet. You'll need tubing and valves and air stones and anything else you want to use with it.

Can I use this for making compost tea?

I had the same question 3 years ago, after 3 months recovery from a torn Achilles surgery. I got all interested in compost tea. Commercial compost tea units seemed to be way more expensive than it should be. I checked it out, and found some novel ideas on line which I took them and made my own. I bought the whisper 100 air pump. I put it into the bottom of a 50 gallon plastic trash can. The important part - in order to get aeration I put micro drip irrigation plastic tubing. The type of tubing I used has a raised area, about every foot with a tiny "drip" opening. I just looked at the set-up, and it looks like I have 4 coils of tubing, separated from each other with some sort of bracket I improvised.Plenty of bubbles. The reason that I am revisiting this post - we are setting up a fish pond and am checking out this whisper pump to adapt to its new purpose.

How many outlet does it have?

The 10, 20, and 40 all have a single outlet, while the 60 and 100 have two outlets.

What diameter tube does this require?

Standard 3/16" I.D. tubing. That size is quite common.
